The People's Commissariats of [[Transelmany|Transelmany]] are the primary executive authorities of the Transelman People's Republic, functioning as the administrative departments of the [[Transelman Church of Saints]]' national government. Each Commissariat is responsible for defining and enacting a specific department of national policy. Alongside the Transelman Basilica, they function as an aspect of Transelmany's government, embodying the concept of *unified power*: executive, legislative and judiciary authority in Transelmany are contained entirely within the Transelman Church, but contextually delegated between the supreme central [[Transelman Council of Saints|Council of Saints]], Transelman Basilica and People's Commissariats. There is no formal *separation of powers*. The People's Commissariats were a novelty in Transelmany: the first of their kind on the continent. They replaced the Royal Elman Church's Gold Council, which had been staffed by the King's inner circle of advisors and served at his behest. Rather than being individual appointments by a monarch to oversee various Royal institutions (the Army, the Bank, the Courts, etc.), they would be staffed by ordinary workers and peasants with the aim of serving the people. The Commissariats are primarily tasked with executing the five-year plans for the country developed by the Council of Saints and approved by the Transelman Basilica. Each Commissariat is led by a People's Commissar (usually an Archbishop in one of the twelve Churches) appointed by the Transelman Basilica. Each Commissar sits on the Council of People's Commissars, which is the second-highest executive authority in Transelmany after the Council of Saints. They are responsible for the day-to-day administration of the country when the Council of Saints is not convened. There are eight People's Commissariats in total: ## Information Commissariat --- responsible for archives & intelligence. ## Education Commissariat --- responsible for education policy & schools. ## Communications Commissariat --- responsible for postage delivery. ## Agriculture Commissariat --- responsible for the collective farms. ## Labor Commissariat --- responsible for productive workers & workplaces. ## Finance Commissariat --- responsible for banking & legal tender. ## Health Commissariat --- responsible for medicine & emergency response. ## Planning Institute --- responsible for central economic planning. The Transelman Planning Institute is technically a subcommittee of the Council of People's Commissars that exists alongside and works with each Commissariat to define the country's national economic plans; but because its leader also sits on the Council of People's Commissars, it functionally exists as an eighth People's Commissariat. There was once a Commissariat called the Extraordinary Commissariat tasked with internal security and threat response, but they were reorganized as the Light Bishops and brought under the direct control of the Council of Saints. The Transelman Planning Institute was then able to assume the former facilities of the Extraordinary, including its Council seat on the Council of People's Commissars.
